I can't say for sure, but I suspect it has to do with your column widths. If using the CSS grid system, you have to define the widths to equal '12'. i.e 4 columns would be "3" each (4 x 3 = 12), or follow a similar pattern for other widths (like 2 x 6 = 12 or 3 x 4 = 12 and so on.)
I'm not the expert when it comes to templates, I'm sure another forum member will be able to answer the question.
By the way, you can assign multiple modules to one position, so you could possibly fit four across the page in the one footer position. I think also the columns are flexible in that they won't be "full width"until you assign a module to them - they will accommodate the width of the module, otherwise will "collapse" to 0 width.
Again, my advice might be hit and miss here. I wait to stand corrected.
