"unzipping" files is pretty much a primary function of PHP so I don't know why you say your web host won't allow it.
Usually in the web hosts "file manager" application (accessed from cPanel typically) it has an "extract" function for zip files.
Install Sourcerer through Extension Manager - that's been the standard method since earlier Joomla days.
I'd advise a migration to J5 not J4. I don't know that Sourcerer is any longer available for 3.10 since 3.10 is an obsolete CMS, out of support.

Can you post the FPA report, so we can confirm if as you say, some zip function is not enabled in PHP - which you might be able to enable in cPanel (PHP settings)? Forum Post Assistant (FPA) - see the red box at top of the forum screen under Forum Rules.
